Add DomainSelectionResolver for domain selection service

The DomainSelectionResolver maintains the device specific configurations
required to bind to the DomainSelectionService and creates the
DomainSelectionController and manages this controller. And, it acts as a
proxy interface to create the DomainSelectionConnection of each
functional component(call/SMS/Ut) for performing the domain selection.
