Add NR SA OVERRIDE_NETWORK_TYPE_NR_ADVANCED for TelephonyDisplayInfo

NetworkTypeController set OVERRIDE_NETWORK_TYPE_NR_ADVANCED when
device connect NR and frequency is mmWave.
