Implement handling logic of SET UP CALL STK command

SET UP CALL handling logic is added.

CatService delegates the handling logic to SetUpCallCommandHandler, and
it handles (re)dialing and reports the final result to the CatService
using MSG_ID_NOTIFY_COMMAND_RESULT message.
