[Esim Bootstrap Support] Restrict Data Usage for BootStrap sim

- Read esim_bootstrap_data_limit_bytes to determine the
  allowed data limit.
- Add Disallowed reason DATA_LIMIT_REACHED to block setup data
  network at evaluate network request
- Support evaluation of existing data networks for
  CHECK_DATA_USAGE data evaluation
- REEVALUATE_BOOTSTRAP_SIM_DATA_USAGE_MILLIS to control re-evaluate
  of existing data network due to CHECK_DATA_USAGE eval reason
- junit test coverage
