Update the condition to adjust the numPhysicalSlots

Adjust numPhysicalSlots only for devices that were originally launched with a version
of Android older than VENDOR_API_2024_Q2. This is to avoid impacting vendor freeze
targets, as described in https://buganizer.corp.google.com/issues/408977947#comment18
