Keep order for multi-part SMS when retry from CarrierMessagingService

When retry to short code is required by SEND_STATUS_RETRY_ON_CARRIER
_NETWORK, show a confirmation dialog once so that we keep sending order
and use sendSMS() and sendSMSExpectMore() accordingly.

Test: Fail-retry multi-part SMS to short code by CarrierMessagingService
      and verify sending order.
