Use EVENT_NEW_SMS_STATUS_REPORT in common

Remove EVENT_HANDLE_STATUS_REPORT for CDMA SMS report and SMSDispatcher
handles EVENT_NEW_SMS_STATUS_REPORT for both GSM&CDMA status reports.
