Fix requestedRadii inheritance and clientDrawnRadii in LayerSnapshotBuilder

The requestedRadii in RoundedCornerState should only be populated
if the client requested corner radius with setCornerRadius on the layer.
Also, populates clientDrawnRadii in the snapshot when requested. These
field are being read for debugging purposes only.
