Move binderRpcToTrustyTest to general-tests

We have a Trusty qemu AVD now and merged builds
at ab/git_main-without-vendor that build
both Android and Trusty together. This means
we can start running binderRpcToTrusty in CI
once we move it to the test_suites_arm64 target.
