[CD Cursor] Introduce DISPLAY_TOPOLOGY_AWARE flag

This CL introduces InputConfig::DISPLAY_TOPOLOGY_AWARE flag. This will
be used in upcoming CLs to make receiving corss-display gestures an
opt-in feature for windows.
