SF: Enable FrameRateOverride if VRR config is available 

Force FrameRateOverride to be enabled if the active display mode has a VRR config. This ensures that the system can handle variable refresh rates correctly.

Test: Verified logs on VRR device show "Forcing FrameRateOverride enabled"
