input: use RawDeviceId in more places 

This was added change Idedf62d0fc8adf49ec3a0219487f1e6330e6d12b to
represent EventHub device IDs, but only used in one place. Expand that
to all the methods of important classes (e.g. EventHub) that take
EventHub device IDs.
