Split vkjson_gen_util and added unit tests 

* Moved utility functions into a separate file
* Added unit tests for the new file with 100% code coverage

Bug: b/409448422, b/409449379
Flag: NONE infeasible
Test: No changes to the vkjson files after re-generation. All 38 unit test cases pass when executed locally.
