OWNERS adjustments for core graphics

* Add owners for libnativewindow + libnativedisplay. Graphics owns them :)
* Adjust owners for graphics libs to inherit from SF owners, as SF engineers own all of this in practice rather than a subset of the team. Retained folks who aren't already in SF owners
* Remove a couple of xooglers :(
