ISurfaceComposer: boundary check input on CAPTURE_LAYERS 

Add a sanity check on numExcludeHandles to make sure we don't cause
an overflow.

Test: adb shell /data/nativetest64/SurfaceFlinger_test/SurfaceFlinger_test
