Update the list of all users

There may be a new user created when installer is doing dexopt, so
update the list of all users before update settings.

 1. pull /product/priv-app/PrebuiltGmsCoreNext/PrebuiltGmsCoreNext.apk
 2. install PrebuiltGmsCoreNext.apk
 3. create new user when the installation is doing dexopt
 check it is installed for the new user
