Fix regression where uninstalling packages might fail with NPE.

It appears that deletePackageX no longer requires that
mPackages.get(packageName) succeed in looking up information about the
package, so our assumption of a non-null return value can crash the
system process.

This checkin is a temporary work-around pending further review.
