Add follow up OomAdjuster updates

Several states assigned by OomAdjuster are time sensitive. Currently
OomAdjuster relies on the occasional full update to reevaluate those
time sensitive states but it not guarenteed to occur.

This CL adds a follow up OomAdjuster update to make sure those time
sensitive states are reevaluated when important.
