Call remote RotationResolverService from current user

Currently the remote RotationResolverService gets called from the SYSTEM
user 0. However, on HSUM build, the SYSTEM user 0 is different from the
MAIN user 10 and it's not allowed to access the camera for Smart
Auto-rotate feature.

Flag: EXEMPT minor bugfix
Test: manually tested the feature on HSUM and non-HSUM builds.
