Call onTimeChanged when AM/PM changed.

[Problem]
TimePicker doesn't call handler's onTimeChanged when AM/PM changed on
ICS althou it does on Gingerbread.

[Solution]
Call onTimeChanged as like as Hour/Minutes does.
