Rebind OverviewProxyService for only TouchInteractionService component

* Currently we re-bind for all launcher package changes
* We don't need to for tests (ex. component TestInformationProvider)

adb shell pm disable com.google.android.apps.nexuslauncher/com.android.quickstep.TouchInteractionService
