[battery] implement RTL naively

Due to the fact that the battery uses its own glyphs for rendering, we
don't want to flip the text itself. This change adds handlers for RTL in
the BatteryLayout and each of the individual components.

When RTL, the fill will go in the reverse direction, and the battery cap
will be flipped. Attributions are not flipped due to the '?' symbol not
being something that can RTL.
