[Sb Refactor] Define an initial data/domain/ui layer for the status bar

connectivity architecture for wifi.

Defines the pieces necessary for an end-to-end `activityInVisible` flow.

Also defines some basic logging for inputs and outputs.

Sample logs:
Input: onTrafficStateChange: INOUT
Output: activityInVisible: true
Input: onTrafficStateChange: NONE
Output: activityInVisible: false
