Revert "Revert "Use PM#isSameApp instead of getPackageUidAsUser.""

This reverts commit adc7c25e.

Includes the following change on top of the original
commit 9a96e9ec
- Creates a new overload of `PM#isSameApp` that accepts flags,
  and provides MATCH_ANY_USER to this call.

This now allows that call to succeed when looking up the uid of an app
installed in the work profile and *not* installed in the main non-work
user profile when passing the UserHandle of the non-work user as done
by accessibility.
