Allow possible removal of UMO with limitations

Remove the retaining players flag in possible removal method for the
following cases when session is destroyed:
- app was using session actions and session is still valid.
- app was using notification actions and notification was not removed.
- app does not support resumption and the player was still active.
It only leaves convert to resume case behind the flag if app does not
support resumption.
