Update the ownership info for the /am directory

Add a new concept of top-level activity manager ownership which owns specific files reviewed or modified by this cohort of owners within the past year.

Same as the above for OOM adjuster files.

Update the per-file ownership of content providers, battery stats and the cached app freezer

Specify which Permissions & Packages files are owned

Remove WM owners b/c there are no WM files in this directory

Remove owners that do not have active accounts
