[AppOpLogging] Log binder calls for checkOperation and noteOperation

The log is used to generate stats for a distribution of AppOps in
checkOperation and noteOperation binder calls.

Test: Run "statsd_testdrive 943" and operate device to trigger log
event, verify event is properly logged.
