Only show UDFPS bouncer if it can be used to auth 

If UDFPS cannot be used to enter the device (ie: primary
auth is required to enter the device), we should directly
show the pin/pattern/password bouncer.

Test: manual, atest StatusBarKeyguardViewManagerTest
