Move Perceptible Task logic from Launcher to WM (WM Updates) 

Logic moved to WM so that other launchers can be used.

Test: atest com.android.desktop.powerperformance.cuj.PerceptibleTasksTest, atest WMShellUnitTests:DesktopTaskChangeListenerTest
