Expose parsed apex-system-server information via ApexManager. 

Until we have support for framework-res splits in apexes, we need to
declare apex-system-server in apex's AndroidManifest.xml.

Test: atest com.android.server.pm.ApexManagerTest#testGetApexSystemServices
