Use OP_SYSTEM_EXEMPT_FROM_POWER_RESTRICTIONS for exempting app standby 

Replace OP_SYSTEM_EXEMPT_FROM_APP_STANDBY with
OP_SYSTEM_EXEMPT_FROM_POWER_RESTRICTIONS.

OP_SYSTEM_EXEMPT_FROM_POWER_RESTRICTIONS should cover all power
restrictions including app standby.
