Migrate RollbackTest and StagedRollbackTest to cts utils 

Replace the usage of RollbackTestUtils with the API offered by
com.android.cts.install.lib and com.android.cts.rollback.lib.

Test: atest RollbackTest
Test: atest StagedRollbackTest #testBadApkOnly
