Add goToSleep that supports non-default display group

- Modify goToSleep interface in IPowerManager.aidl to take display ID.
- If the display ID is Display.INVALID_DISPLAY, it works for the default
  display.

Test: build gcar_md_emu_x86_64-userdebug, run adb shell cmd
      car_service screen off [displayId], check if the display is turned
      off
