Enable view measure optimization for all windows

This continues the goal of Ib85ceeda8a821703a32e88de7c67999f63276b6b
It would help to reduce slow frame when enabling fluid resizing.

Flag: com.android.window.flags.reduce_unnecessary_measure
Test: Capture trace when resizing freeform task and check there
      is only one measure in doFrame of the app.
