Move altered input handlers to pip2 [2/N]

Move PipTouchHandler and PipMotionHelper
into the pip2 package.

Temporarily comment out PipTaskOrganizer usages
in both, to be replaced by ...pip2.phone.PipScheduler

The plan is to have these classes inject PipScheduler
and not interact with the PipTransitionController
directly (recall that PipTransition caches its instance in PipScheduler)

Test: N/A until PipTouchHandler is connected to PipScheduler
