Fix failing ScreenOnCoordinatorTest test 

This change ensures that ScreenOnCoordinatorTest test passes
with ENSURE_WALLPAPER_DRAWN_ON_DISPLAY_SWITCH flag enabled:
- Explicitly specifies flag values for each test
- Updates test logic to reflect the flag value
