FODCircleView: Hide fod when screen is off

It seems that onHideFODView() will not be called when
the screen goes off by timeout under ambient display.

Obviously, this case cannot be handled by checking
doze status. Move to onScreenTurnedOff instead.

Test: reproduce this issue on OnePlus 7 Pro
      and see if notify_dim is set to 0
