Promote DeviceStateManager to System API and update DeviceStateManager API's

Promote DeviceStateManager to System API
and add updated DeviceState property API's, as well
as DeviceStateManager callback API's to return DeviceState
objects instead of just integer identifiers.

Deprecated the previous constructor and
flag based API's on DeviceState
