Fix notification background jump cut when collapsing shade with row transparency on

isColorized signal should not check notificationRowTransparency(). isColorized() is checked when updating base layer color of the background. When it's true, it uses the tint color instead of the surface effect color. mTintColor is set when animating the collapsing of the shade.
