Don't allow camera gesture while SIM locked

Presently, the gesture is allowed but the camera launch is
blocked and not visible. This gesture would cause issues
where keyguard would attempt to incorrectly transition to
GONE.

Also, make sure SIM bouncer is always present when not on AOD
or DOZING. The keyguard itself shouldn't be visible.
