CDM Cross App Association Sharing & Device Presence

1. Return a new DeviceId and assign a 128 bit random key to DeviceId when call createAndSetDeviceid()
2. Introduce a system api getAssociationByDeviceId()
3. Introduce a system api setDeviceId() in
   ObservingDevicePresenceRequest to make system app to be able to get
   callback when remote device is in/out range
4. Introduced a new permission called ACCESS_COMPANION_INFO
5. Remove AssociationTag flag.
