libstagefright: OMAP_COMPAT flag to allow use of omap3 codec table 

Require TARGET_USE_OMAP_COMPAT:=true or -DOMAP_COMPAT global cflag

Note: Defy, Droid 2, Droid X and Cliq 2 use these codecs
      and are not compatible with OMAP_ENHANCEMENT
