[Inline Reply] Disable Flag for old implementation details tests

onMakeExpandedVisibleForRemoteInput_nonGroupNotifications_setUserExpandedTrue, onMakeExpandedVisibleForRemoteInput_expandedGroup_setUserExpandedTrue and onMakeExpandedVisibleForRemoteInput_collapsedGroup_expandGroupExpansion covers existing systems behavior,
which we will not use when expand notification on inline reply function is enabled.
