Fix system server crash when transition happened during predictive back

System server crash during predictive back animation if an interupte
transition which the opening target has request fixed orientation.
BackNavigationController should only update orientation if the
predictive back animation target was request for fixed rotation.

Test: disable snapshot for predictive back, trigger a cross-task
animation with fixed rotation, during animation, launch another app
with fixed rotation request from shell command. Verify back navigation
can be canceled safely.
