Support AlternateBouncer -> Occluded transition

Test: atest AlternateBouncerToOccludedTransitionViewModelTest
Test: Enroll UDFPS. From the lockscreen, tap on a notification
to trigger the alternate bouncer. Then, double tap the power button to
trigger the camera app. Observe that UDFPS is unable to be used in the
camera/occluded state.
