Reorder BAL exemptions

This reorders BAL exemptions from most to least expected.

The new order is:
- based on being visible
- always (e.g. permission based)
- temporary (token, grace period, ...)

The order does not impact the logic and this is purely reordering
independent exemptions. It will change the logged BAL code.
