Set KV MORE_DEBUG to false and add tests

Forgot this one in the CL. Also added tests to catch this in presubmit.

Test: atest FrameworksServicesRoboTests
Test: adb shell bmgr backupnow <kv_package> and verify no MORE_DEBUG
      logs
