Add QSTileViewModel base implementation

BaseQSTileViewModel intended to be the most common (if not single)
QSTileViewModel direct inheritor. It enforces using interactors as
sources of truth for the tiles, provides a foundament for extensive logging and keeps QS tile state processing under control
