Add topology listener in WM shell

This commit adds a topology listener to DisplayController to handle
display topology changes. It also introduces global bounds to
DisplayLayout to store and manage the bounds in the multi-display
coordinate of each display, which will be updated when topology change
happens.
Additionally, this commit adds methods for pixel (px) and
density-independent pixel (dp) conversion to DisplayLayout.
