Only register for face auth lift gesture when device is interactive

Updates KeyguardLiftController to LiftToRunFaceAuthBinder.

Only use LiftToRunFaceAutBinder if the DeviceEntryFaceAuthModule
is being used. If Face auth isn't supported on the device,
there's no reason to start this class.

Update Kosmos dependencies. Add a PrimaryBouncerInteractorKosmos
that creates a PrimaryBouncerInteractor to use its repositories.
